The MISA general license provides a streamlined route for eligible trading, service, and industrial activities in Saudi Arabia. Legacy trading, service, and industrial licensing categories have been consolidated into general and entrepreneur pathways. Existing licenses may transition to the applicable general license category under the current framework.
Ownership Structure
Under a general license, ownership is typically structured indirectly, with a foreign parent company holding shares in the Saudi entity. This model is suitable for multinationals and businesses with established offshore structures. If you prefer direct personal ownership without a foreign parent company, the entrepreneur license may be the more suitable option.
General licenses can be faster for trade-focused activities, often taking weeks rather than months, but certain trading activities may require documentation for three foreign companies. Hardware trading, for example, may involve higher setup costs, while service-based activities can generally require less initial investment.

Fees and Renewals
MISA previously charged SAR 12,000 for the first year and SAR 62,000 for annual renewal of general licenses. These government fees may change under the current framework, while consultant service fees still apply for professional preparation and follow-up.

What happened to the old trading license?
Ministry of Investment consolidated all license types into general and entrepreneur. Existing trading licenses automatically became general licenses with broader activity scope.

Are government fees really free?
